In this demo file can be find an HDA to generate a Greeble system. Connect a polygonal geometry and tweak parameters to find desired results. There is included a section to scatter details over the greeble, fell free to unlock the HDA and dive inside to change existing ones for your own geometry.
Take in account it only works with geometry fully created with quads.

Is this something we are able to create on our own as far as the tool, I'm a little new to the houdini software and just wondering if its something we can come up with for a little more understanding, or even create our own generators.

This is an exercice you can check and see how is done. Actually in houdini you can do any tool you want that's called "Digital Asset".

i plan to use it as greeble background for sci fi theme
converted it to hda and added it to my library for other uses. i think this can be used as blueprint for motion graph too
