What is your video driver version?
If you launch the “License Administrator” from the Start menu under Houdini, does it also have the same problem?

To expand on that, you must give at least:
- Your video hardware and video driver specs
- Exactly which Houdini build. ie. 11.0.??? or 11.1.???
- Screenshot of the error
