Why There is no packages folder in my documents folder of Houdini and its giving me problem in installing of Plugins like megascans, Is there any solution?

I am Having This Error in unreal Engine i do have Plugin installed in unreal and houdini both and i am using houdini version 19.5.493
I also have the license but i am unable to use terrain in unreal engine. If any Solution is there then it will be helpful.
