Ok, thanks to Jim et.al, I have this working.
It really was just an adjustment on the moblur samples in LOPs. I didn't realize you could stack the LOPs moblur on top of the cache and keep the cache samples, and moblur karma render settings set to default.
Probably obvious to everyone else but if this helps anyone...

This seems to be because sop -> usd does not like packed pivots. Here is a slightly cursed solution, "removing" the packed pivot.
edit: Enabling Calculate Spin per Wheel on rbd follow path also seemed to help
Finally am back to look at this stuff;

I'll try and deploy this into my full scene. I'll probably put a bug report in since this seems like a workaround rather than something that should be part of a workflow.

Yeah that's odd. Looks a bit like what the resample was doing. The fractional frames had the pivots going all over the place.
Weird that it worked on my end.
Did the Cache LOP set to 0.25 work? (In the scene file I sent).

While the set-up seemed to work in viewport, when I went to render, I'm still getting the crazy moblur~
