I assigned hotkey 'H' to a tool.
It is ok in trs tool and handle tool states, but not work in 'select' states.
I want to remove the conflict.
How to know which action is conflict with my action in 'select' states?

It's almost certainly the Flood Fill Selection hotkey. It should be in that list of potential conflicts, but it's a long list and easy to miss.
