We cannot guarantee shelves made in Houdini 17.5 will work in Houdini 18.0, as we are working in improving the UI.
I submitted this as bug #106892
In the meantime, would it be possible to recreate them in 18.0?

Impossible! Oh… I have 2 machines with 17.5. all is ok.
Have you put shelve files into the toolbar folder? Without other folders.
