Houdini 19.5 Silent install not so silent.

I am attempting to install Houdini 19.5. using the .exe /S /AcceptEula=2023-06-07 but when running I get a UAC prompt. Shouldn't the /S bypass this or is there some un-listed flag I am missing from the /? list.
