Vellum constraint Pin to Target with POP Attract

Hi everyone, noob question here, I want to make 3 spheres that act similar to balloons.
I want them to collide with each other and interact, but I also want their scale to change throughout the animation.
I've made a attrib noise for the pscale and then copied the spheres to points.
I've tried to used a POP Attract inside the solver and it works, the spheres interact.
But then I created a POP constraint to pin the simulation to the scale animation. I can get this animation to work, but now the spheres are not affected by the pop attract.
I've tried different orders on the constraints, but got nowhere.
Am i doing it wrong? Should i animate the points and spheres first before the vellum, and forget about the attractor?

not a vellum expert so idk if it works or that's the correct approach but my first thought was that you could try increasing the restlength to control the scale
