Why does Debris source "shrink" in substeps?

I've been trying to figure out why the debris source behaves like it does in the video. Shrinking down to 0 between frames. Its really messing up my volume sourcing. Ive tried caching with global substeps and substeps on the file cache. I've tried running straight from the bullet solver and all the other configurations with tranform peices. Anyone know why this happens?

You have enabled display "fractional frames" in the timeline and display a cached sequence which does not contain substep data.

Yes I know im displaying subframes. And as i told you the fractured peices have substeps and i can confirm that by seeing them move with the subframe scrolling. Yet when i run it through the debris source this happens

Ah sry, didn't read carefully enough. But what happens when you disable the fractional frames? Does it behave normally then?

It all "works" just fine. Just that when i crank up substeps on following solvers it doesnt work since the Debris source does this in the substepps
