hi all..
Does anyone know if it is possible to emulate the Mantra ROP “Extra Image Planes” parameter UI in a custom SOP? It doesn't look like it is using the standard widgets contained in the type properties dialog.

It uses a multi-parm UI widget.
Just add a new folder in the Edit Operator Type > Parameters section.
For that folder, change the Folder Type to either of the three Multiparm Block Options. To mock the output variables option, select the Multiparm Block (list).
You can open up the Edit Parameter Interface on the Mantra ROP and take a look for yourself on that specific folder that adds the extra image plane outputs. You will see that any paramters use a # to fill in the number in the multi-parm block.
