Vellum - sliding constraints limiting

Disclaimer: Since I am solving a production problem, I can not share the scene file.

Hello dear SideFX and Houdini colleagues,

My problem:
1) Vellum, attach constraint with collisions,geometry with pinned edges.
2) Sliding options checked on.
3) There is one collider and an extra smaller geometry, poking through and sliding underneath the cloth.
4)The collider has fast sudden movement and rotations

I have started using the sliding option in the attach constraint to get some sliding on top of a collider.
At slow movement this seems to be not a big deal.
My problem is: if I have a desired sliding rate (lets say 0.2) it will have a certain look, that I wish to keep.
How can I ensure to keep that sliding rate in boundaries, at all velocities and accelerations (independent, or at least, inverted scaling)?
All the standard options in geowrangles and pop forces of damping movement, controlling velocities of constraint geo or geo itself didnt prove useful.
Also having substeps around 10 didnt help.

Can the sliding get limited to a certain radius and be linked to velocity or acceleration? Does this even make sense?
