FBX export of skeleton does not set "Lcl Scaling" on bones

I'm trying to export a simple skeleton into Unity and the FBX export file fails to set "Lcl Scaling"on bones spine_boneor any of the pelvis_*_bone. See attached Houdini Indie project for more full setup.

Has anyone ever run into this issue when exporting an FBX?

Use /out/fbx_human_1to export the skeleton model.
See bones at lines 670, 761, 852, and 865 of the exported FBX file where local scaling is not set. Other bones have localing scaling set correctly.

Nvm. Made an even simpler rig and it seems "Lcl Scaling" is an optional property...
