HQueue Render Farm License issue

I just setup a small render farm, all using Windows 2008
PC1: Main Application, License Server, HQueue Server, HQClient
PC2: HQClient
I installed the Houdini in share drive \houdini_distros\hfs.windows-x86_64
Since the HQClient cannot start properly in windows, I use startup batch file hqclientd start

When I disable PC2 HQclient and render purely within PC1, there is no issue.
When I disable PC1 HQclient and render purely within PC2, it give me error:
mantra Version 13.0.376 (Compiled on 04/08/14)
License Error: Unable to connect to hserver for license acquisition

We are giving full domain right to all nodes. We have off all the firewall.
We can ping or transfer file between the license server and the render node.

Is there a render license issue? or is this a configuration issue?
What would we do to solve this?
How to check whether PC2 can connect to PC1 license server properly?

Hserver.exe is install in License server. Do we need to install this on all render node?

What about the IP mask on the render licenses? Make sure that PC2's IP address is allowed.

EDIT: The error message says it can't contact “hserver”, not “sesinetd”. Ensure PC2 has the “HoudiniServer” service started up and running.
