So the criteria is also CPU has to accept 2 pcie 16 cards and Mother board too is it. ryzen 9 including 5000series High frequency or low frequency multi core 3960x . Which is consistent in long run. q3: Does Houdini use GPU as I heard opencl takes it, but also heard it's not that efficient like CPU. How bad would be that. If bad should I go for thread ripper only for CPU cores.

On the point about Houdini using multiple GPUs, it's almost the 10 year anniversary of the system requirements saying:

GPU acceleration currently does NOT make use of multiple OpenCL devices (i.e. two or more graphics cards) but this may change at a future date.
