There are color scheme files named 3DSceneColors (.dark .light .bw matching the viewport background color scheme) in Houdini 19.xx\houdini\config. You can copy them to Documents\houdini19.0\config folder and edit the "CplaneColor" value

Are you using a custom color theme? That's not what color the construction plane is for me with a dark background, It's light gray.
I honestly don't know how to use a custom color theme (before I read the answer above).
But I use an OCIO config, which changes the color correction of viewport... maybe that's the reason?
