does anyone know

where exactly houdini stores the individual user preferences
on windows? i am after the textfile that would hold my personally
configured hotkeys so i could keep it?

Inside a textport, type:
echo $HOME/houdini6.1

Where houdini6.1 differs depending on your version of Houdini. The file you're looking for is called HotkeyOverrides.
