Anyone knows how to offset a noise, can be any noise, from center out just like a funel?

It's almost there the only thing missing is the offset loop witch I want to start and end from the center out or vice versa.
Anyway thanks for the help, any more ideas would be welcome.

I can't offset the texture towards center without streching it if I use your scene.
Any ideas would be welcome.
