How do different mantra engines decide Op_Ids ?

IPR values are significantly different than what gets written out to disk.
Quantized @ 32 bits floating points with no filtering.

I want to be more predictive before using them in a Thumbnail Comp template, also want to make sure values once assigned per object don't change later by adding/removing extra objects.
