Using all CPUs with Mantra in 17.0

I've noticed that with Houdini 17.0, I don't seem to be able to use all of my CPUs with Mantra, no matter what options I specify. Whether I specify to use all CPUs or all but one, it seems to only ever use all but one. Even a command line render does the same thing, even if I give something like “-j 8”, the CPU usage never goes above 700%.

This seems to be new with Houdini 17.0. I can understand the all-but-one for interactive renders, but it seems kind of silly for a command-line render, where the machine isn't doing anything other than rendering.
