Car crowd

Hi, I'm fairly new to both rigging and crowds in Houdini, so hopefully it's not too much of a stupid question, but let's say, I wanted to create a crowd of car agents, how would I go about the turning of wheels, when the car changes direction?
I could imagine using the Foot locking mechanism to keep the tires locked to the ground, by placing a locator at the bottom of the tire, and parent one at it's center to the bottom one, use the center one for rotating the wheel and the bottom one for Foot locking, but turning the front wheels just the right amount around the vertical axis when changing direction is something I haven't worked out yet.
Any pointers on where to start looking are welcome.

I don't think you'd need an extra locator at the bottom as the foot locking stuff has an offset that you can use. To turn the wheels though, it'll probably be some wrangle to compute a rotation matrix for the wheels and then setting it ... perhaps determined by the previous frame's position.
