I'm not sure what you mean but you should be able to select Light Mask clicking on the right icon (or entering lights name in the light Mask field).

Try selecting the light contributing to atmosphere in the Light Mask parameter of atmosphere node.

Yes you are right… Normals are pointing to correct direction… It should be a graphic driver issue.
