Swirling particle motion? :( I have so much problems...

I am new to particle system in Houdini… and having really hard time figuring out how to get the snow-globe swirling motion.
I have worked on this for days.. but I can't figure out how to achieve the motion..

I don't know how to use VOP, so I am trying to get the motion using force, wind, noise, etc..

so far, this is what I have.. ( i don't even know if this is right way to achieve the motion)…

my problem is.. even though my collision is high poly, my particles still pass through the collision.
especially, when it lands on the ground plane … now I put a grid.. for quick fix, but it's not the best way…

and i don't know why my particles are bouncing, when they are landed..


any suggestions, or help will be appreciated !!!
I am so frustrate.. as I've been working on this for days.. and not even got the close result that i want..

Both going through and bouncing is easily fixed by increasing sub steps for the particles to 6+ or if it was 5+. Better go with 6 to be on the safe side.

Where can I change the sub step value?
I thought it is only available for particle for fluid..
I can't find any parameter for sub step on my houdini file .. help?

On the popnet node there is a oversampling parameter.

However, sampling a SDF volume to check if inside or outside of globe is much better then using collisions.

Although I don't know how to use/read vex (VOPPOP) yet..
I tried going over which means what.. but
