I have the same issue, and it's not a mouse issue. Right clicking in the network tree does not provide the same problem, I only have it when right-clicking parameters in the parameter interface.
I can hold right-click and select the option from the menu, and that works as a workaround but it's extremely uncomfortable to do this. It only happened very recently too. Just two days ago everything was behaving normally but after waking my computer from sleep it started behaving like this.

I'm also occasionally getting this problem too, but I got used to it. On my end it's not limited to parameters editor. I usually don't notice it and subconsciously keep the RMB depressed when selecting items from context menu. If I get annoyed, I restart Houdini and the issue resolves until its next occurrence.
If my memory serves me well, the problem might have started to appear in H19. Or perhaps H18? Can't really tell. I have doubts that it's caused by video drivers, as I experienced it on GTX 660Ti, as well as on RTX 3070. And on many
Debian, X11.
