Is it possible to time offset Copernicus animations?
For example: An animated ramp sampled on multiple tiles with a per tile animation offset.

In short just shift click the parameter and do a manual shift.
If that has to be part of a procedural workflow then you could use another cop node in sop, grab the current output(click "using external cop"), timeshift it, then import back to original cop(sopimort and then geotolayer).
By the way I feel copernicus is more designed towards Substance designer rather than nuke, which explained lacking of time based nodes.
