So I recently downloaded Houdini 13, and upon installation I seem to be missing a great deal of my shelves. I have no Particles tab, no RBD, no FLIP, et cetera- all it gives me is Lights/Camera and Fur on startup, although I can add a few other tabs like Animation, Character, Texture, etc. So it seems like I'm just missing the effects tabs. Does anyone have any idea why this is, or how I can download the tabs and install them? If you need any extra information (I know you might not have much to go on from this description), let me know and I'll see if I can get it for you.

Sounds like you launched in regular / escape mode, rather than fx / master mode.
