You can download it in tar.gz archive, just send a request to support. (It's 1,35GB file for H13.0) so I didn't post direct link here. But it's available.
I wouldn't recommend trying httrack or similar software as it's not ethical.
Ha ha ha , Oh man , That's free for every one , That's not commercial !

Offline Houdini documentation is included with every installation.
On windows it's here:
c:\Program Files\Side Effects Software\Houdini 13.0.447\houdini\help\_index.html
So it makes no sense to download it again.
HDK documentation is quite big, so downloading produces a lot of traffic. I didn't post that link, because I'm not sure if it's current version or what is SESI's preferred way of providing offline version of HDK documentation.
It's also not directly linked on help page, but could be found in forum.
Using httrack and similar applications is not ethical from my point of view. It produces a lot of traffic for provider.
It's also like you running into public library that gave you free access for watch and learn and you instead photocopy every page of every book, then going out with tons of paper. That's not ethical for me.
