This is a personal project in progress.

Primarily, I recreated the topography of the area, and then I modeled the larger houses and buildings procedurally, mainly using low-poly.

After that, I added clouds to create a sense of distance.
Finally, the rendering was done in Solaris, taking advantage of the flexibility of LookDev's features.
