How to do it?
i want to see my image plane with texture in wireframe mode (like softimage) on top view, or it can be background mode, but then you cant rotate background, but i need it


and one more question, is it possible to draw curve or line with snap perpendicular position? like hold Shift in Photoshop ?

1. In Display Options/ Background you can add a Background Image

2. Only with grid snapping.

In Display Options/ Background i cant rotate the image

You can use the Compositor to rotate the image then use that in the BG slot. See attached.

PS You can rotate the BG image with the red slider in the viewport.
