I found that there are couple topics regarding this question, but none of them solved this problem.

Is there a way to decrease the default delay time of tooltips? The delay is just too long, I just want to learn a button in a short time. Thanks!

It's probably faster to click on the “?” button and get the entire Help text for the operator.
