puddle of muddy water, general viscosity questions

hey,
i am working on a sim where a car is driving thru a puddle of muddy water.
i have fairly high density (around 1750), viscosity on and the smoothing factor on zero, but still getting to much surface tension (normally its the opposite ;p).
what I am not getting is why the sim is behaving more than warm honey than dirty, clumpy and muddy water. and that with a viscosity value under 1..
Ive already uped the rotation of the wheels, with the hope of more surface tearing, but without good results. just getting more ugly looking compression.

working in meters, and everything is in the right size and speed.

as I dont have any problems with the setup, its more of a general question how to deal with this kind of scenario.
water is no problem, high visco fluid too. but something in between, not so much.
