Particles smoke forming into a mesh

I'm trying to make a cigarette exhale form into shape defined by geometry in an .obj file using particles.

Right now I'm trying to cover the surface in points using a scatter and point sop, and then use an attractor pop to get the particles to match. I then put the radius and radial force on the point sop to add.

However, the particles basically just go to the center of the object instead of distributing to all of the points on the surface of the object.

I've attached my pathetic attempt. I currently have a box in the scene instead of a mesh, because it's better I don't get ahead of myself.
