Shelf does not appear!!

Hello,

After opening houdini the shelf does not appear and I get an error message in the console houdini:

Error while populating shelf with shelf tool assets.

My computer running on Windows 8.
On another topic, I read that it could be the fault of the windows session name but it only consists of 3 letters.
