FBX Import buggy

Hello.

I am coming from Softmage and I try to import simple geometry via fbx import.

But when importing, Houdini changes the transformations of the objects.

A single sphere created in TRANS (10, 0, -10), ROT (-45, 0, 0) gets very strange values in the transforms.

Those numbers are essentially zero so your model looks fine. This is a floating point number thing and not a Houdini or fbx thing. Softimage might dislay a perfect zero but that doesn't mean the underlying number is any different.
