How to install Houdini Engine for older version unreal (Unreal Tournament 4, 4.15.3)?

I'm struggling to set the pipeline between the Houdini16 and Unreal Tournament 4. The HDA assets are build in Houdini 16.5.473, and this Houdini version only supports UE4.17+
However, the Unreal Tournament has stopped receiving support from Epic and its UE version is stuck at 4.15.3

I find that the probable Houdini version for UE4.15.3 is 16.0.X.


But when I download the older Houdini, it surprisingly bypass the 4.14/4.15/4.16, showing it can only install on 4.13 and 4.18/4.17…
How the hell can this happen?

Download the plugin and extract directly to UE4's plugin/runtime folder
But still no luck
According from the instructions on git
I find that I should be using Houdini 16.0.699
But this version is not visible from the downloading list..

How can I find a tool to allow me to build the HDA pipeline from Houdini to UE 4.15.3? Or one more step forward, build a pipeline to Unreal Tournament 4?
