I'm looking for a way to constrain a point group of a FEM object to points of a different animated object.

It's easy to do in vellum using Attach to Geometry constraint, but how can I do this with a FEM object?

I had a look at your .hip and I could only get it to attach to a single point rather than a whole point group.
If it makes it clearer - what I'm trying to achieve is the FEM mesh being driven by bone geometry within.
I have got it working with FEM region constraint, however with this I am only able to have the points in the region overlapping with the bone geometry constrained, I would like to be able to add extra points to this region to be constrained.
