How can i make or visualize face or creature or any kind of shape from fluids like
water,smoke ,fire,
give me some idea how to make that kind of stuff in Houdini?

Well, you could start with the creature shape you want, in geometry, and add an Isooffset sop and turn it into a volume that way.
Or, use the fluids/smoke tool shelves and turn your geometry into a fluid/smoke object that way.
