I'm a bit confused - do you need to have a Houdini license to use an HDA in UE4's plugin?

I know you need a license to author HDAs. And You need to have Houdini installed to use HDAs in UE4. But to simply use a previously created HDA in UE4, does the installed Houdini need to be licensed (or just installed)?
