In the Solaris stage (network), we can use “Light Placement Modes” to place the “Diffuse”, “Shadow” and … on a specified position. Is there any way to mimic that for lights outside of Solaris?

No, these modes are specific to the solaris viewport.

Since LOPs is aimed to be the main lighting context I'm not surprised that most of the efforts and improvements in that area is aimed to LOPs
