I've always liked old style vector graphics (like Vectrex), so I tried creating a scene of a neighborhood I used to live in Tokyo using Houdini and Mantra to render, and using Blender to work on the assets.

The comping was done in Natron, and some post done in DaVinci Resolve.
Originally rendered with colored lines, but I went monochrome for this one in comp.
I took some liberty with the placement of buildings, etc. I tried to capture the atmosphere of the spring when the cherry blossoms were falling.

Not much sim here, except for a very light FLIP sim for the canal water, and some POP for the falling petals.
Flickering is generated by VEX and Motion FX Noises.

I chose the 4:3 aspect to respect the traditional CRT ratios.
