Can anyone tell me how to load the otl file of the skeleton so I can check it out. I have no idea how to open it for use.

place the OTL in a good location ($HOME/houdini/otls etc)
then open Houdini and select File > Instal Operator Type Library

That little bit of information opens a new door for me. I am still learning the 3D world and was wondering how to save characters for future scenes.
