Okay, i think you dragged it into you're project. Then you get this message.
But you can also double click to open.
Either way. once open in Houdini try Right mouse button. Digital asset/Save copy as.
I'm just guessing because i never encountered this issue.

Can you open the hda with Houdini? maybe you get an error with more info.

What version of Houdini do you run?
If it's Houdini 21 then have to go to C:\Users\yourname\Documents\houdini21.0\otls\
