Implemented an arc length carve SOP called CarveCurveArc. It is available as proto_install SOP. This sop carves curves by measuring out the arc length distances (rather than using the parameter space "distances").

Increased a tolerance level for the Carve handle on a curve. Now the mouse pointer does not have to be exactly on the curve to interact with the handle. In these cases, the closest point on the curve is used as the position of the handle.
