RBD Convert Constraints now handles packed geometry. Added a "Surface Boundaries" constraint type which pushes the constraint anchor positions towards one another, so as to rest on the furthest point on the piece's surface that intersects the original constraint prim.

Tractor Scheduler binding will no longer include PDG_TRACTOR_USER in inherited job environment variables in that mode. Also fixed a spurious error message when Tractor User parm was empty for submit- as-job workflow which does not always require a login.
