they do just opposite
both are for unlocked HDAs
Save Operator Type will save current scene version of HDA to otl on disk which it belongs to. It's the same as Accept or Apply on Type Properties for HDA
Match Current Definition will update your scene asset with the definition from otl on disk, so all changes you have done on asset since last saved otl version will be lost, your HDA will be synchronised with the otl and locked
so recommended workflow for locking you asset will be
Save Operator Type
followed by
Match Current Definition
