2d Union operation

I want to boolean union some text to a rectangle. I tried the boolean sop with both sets treated as surfaces. I would expect the overlapping geometry to disappear, but it remains. Intersect and Subtract work as expected.

I saw another post on this subject suggesting to use the divide sop to removed unshared edges, but that doesn't work here. It removes some of the overlaps, but not all. Another post suggested that the problem might be with non coplanar geometry, but I verified the points in both sets all have a Z value of zero.

Any ideas? My next best solution is extrude both sets and then intersect with a plane, but that seems unnecessarily heavy
