How to fix thin object penetrations (feathers, grass)

I'm setting up a bird with feathers. The rendered feathers are constructed of curves but the proxy feathers that drive the position of the rendered feathers are simple single-sided polygon geo. In several places, the feathers are being applied using hair guides for placement but many of the feathers intersect each other. I am trying to find a procedural solution for resolving these intersections and haven't had much luck doing so. Is there anyone here who can suggest a solution?
