Error in setting the first axis as Y axis in hard constraint

Setting the first axis as Y axis in hard constraint causes an error.
The reason seems to be that the second axis is also set as Y axis, although it is not activated.
Setting the second axis to X or Z axis and deactivating the second axis solves the problem.
Is this a bug or intended?
