I'm looking for a way to scale through normals, like inflating or deflating my object, something like a smooth shift in Lightwave

Try this
Create a VEX Geometry operator in VOPS:
create:
Global Variable
Normalize
Displacement
Parameter (float)
Pipe global1/P -> displacement1/P
global1/N -> normailze1/vec -> displacement1/nN
param -> amount
dispP -> output1/P
dispN -> output1/N
save your OTL and enjoy
