Re-fracturing an RBD glue object

I'm not sure of the best way to solve this, but I'd like to be able to pre-fracture a piece of geometry then pre-fracture the resulting pieces, creating a sort of compound glue object where I can either provide different internal glue strength for the varying groups or do a frame time activation of the glue.

I have attached an example file of what I'm trying to achieve where an initial impact should break the object into its first ‘hero’ pieces and then their impact with the ground should cause the hero pieces to break into their children pieces. Can I solve this with clustering settings in the Voronoi at all?

I'm aware that I could do this all with dynamic fracturing but I'm looking to have better control over the created fragments. Also, I'd like to use this technique with the break/assemble workflow, which dynamic fracturing would not work with.
