migrating scenes with Mantra shaders from H12 to H13

I've got a scene in H12.1 with a customized shader (the Mantra Surface shader), some of the internal nodes I've unlocked and customized. Then I go into the Operator Type Manager and under the Configuration tab, I make sure “Save Definitions of Unlocked Assets ot Hip File” is checked. Save the file.
When I open this in H12.5, it works fine and imports in correctly.

When I open in H13, the customized, unlocked parts of the shader show up in error (the red/white barber shop coloring). Is there some step I'm missing?
